WhiteSpace Alliance® Promotes Balanced Approach to Spectrum Allocation at the ITU Regulatory Symposium in Bahrain

The WhiteSpace Alliance (WSA) ®, a global industry organization enabling sharing of underutilized spectrum, today announced that Peter Flynn, External Affairs Director of the WhiteSpace Alliance, proposed a balanced approach to spectrum allocation at the International Telecommunications Union (ITU) Global Regulatory Symposium in Manama, Bahrain on 2 June, 2014.

The Symposium is an annual event that provides national telecommunications regulators a forum to address evolution of regulatory policies in light of ongoing developments in digital communications technology. This year’s workshop explored how underutilized TV band spectrum (“whitespace”) can be used to provide low cost broadband Internet access to unserved and underserved populations, particularly in rural and remote areas.

Peter Flynn, Business Development Manager, Texas Instruments, and Jim Beveridge, Senior Director, International Technology Policy, Microsoft, speaking respectively on behalf of the White Space Alliance (WSA) and Dynamic Spectrum Alliance (DSA) stressed the need for near term policy decisions to enable rapid deployment of shared spectrum solutions to meet the immediate demands in the market place, noting that several relevant standards have been or are being developed by the IEEE and that second generation White Space equipment is now becoming available.

Mr. Flynn further described how advances in technical standards for local Wi-Fi™ and regional Wi-Far™ networks enable efficient sharing of licensed and unlicensed spectrum. He indicated that using spectrum dynamically provides a balanced approach to allocating spectrum and results in cost benefits, a position supported by multiple participants at the Symposium. Policies advancing shared access to underutilized spectrum can deliver broadband services to new users while protecting incumbent licensees, bridging the Digital Divide.
